Introduction
Urumqi High-Tech Park (UHTP) was
approved by the State Council in 1992 and is the
only state-level high-tech park in Xinjiang
Autonomous Region.
With total planned area of 18.7
km2 , the Park is located in the urban
area of Urumqi, the capital city of Xinjiang.
Investment
Climate
At the end of 2002, there were 67
high-tech enterprises out of a total of 874
enterprises in the Park. The number of high-tech
enterprises in the Park accounted for 74% of
Xinjiang's total number of high-tech enterprises.
There are 51 foreign enterprises in the Park
with total investment of USD 44.8 million. These
investors are mainly from the US, Canada, Germany,
Singapore, Korea, Thailand, Russia, Japan, Hong
Kong, Macau and Taiwan. The main investment fields
include information technology, new materials
(especially new construction materials),
biopharmaceuticals, magnetic materials and
healthcare products.
Baihuacun Software Development Park is a key
subsidiary of UHTP. The investment in this Park is
RMB 270 million (USD 32.65 million). With advanced
office buildings, an exhibition center and a
training center, the Park has established
relations with IBM, CISCO, SVN and major domestic
software firms.
Besides Baihuacun Software Development Park,
the area also contains a bio-pharmaceutical park,
an entrepreneur park for overseas Chinese students
and the Xinjiang University Science Park.
Urumqi is an economic, commercial and
cultural center and is an important city along the
Second Asia- Europe Continental Bridge. More than
51 minorities live in the city, making it one of
the regions with the most minorities in China.
