Why does the silicone rubber mold appear to be dry outside but wet inside?

Usually, we will dry out the water of the liquid silicone rubber to make sure its long shelf-life, while silicone rubber is a kind of condensation silicone rubber, which get solidified after absorbing water from the air.

The best solution to it is to add 0.05% water into the silicone rubber and stir it slowly when you want to use it.
